These collectible prepaid phone cards from AT&T feature the "Quarter Bears™," a commemorative series that honors U.S. states with plush bear toys and their respective state quarters. Each card has a colored background with the state name and year of establishment prominently displayed, along with the text "COMMEMORATIVE PREPAID PHONE CARD" and "5 minute AT&T Phone Card." The AT&T logo appears in the bottom right corner.

Each card displays two photos of a small plush bear: one from the front and one from the back. The plush bears are detailed with features that correspond to the state they represent. On the bears’ chests, the state name and founding year are embroidered, along with a number unique to each bear. The bears’ left feet feature a small embroidered American flag, while the right feet have a distinctive emblem. The backs of the bears show colorful state flags or symbols as patches. Additionally, a replica of the state's quarter is exhibited near the right side of the card along with the year the quarter was minted, the state motto, and state-specific imagery featured on the quarter.

The series of cards includes representations from Delaware (1787), Pennsylvania (1787), New Jersey (1787), Georgia (1788), Connecticut (1788), Massachusetts (1788), Maryland (1788), South Carolina (1788), New Hampshire (1788), Virginia (1788), and New York (1788). Each bear is uniquely colored in shades ranging from green, yellow, purple, and pink to red, navy, cream, gray, and orange, matching the individual state theme. The cards are produced by Timeless Toys, Inc., as signified by the copyright mark dated 2000.
